SummaryThe purpose of this position is to perform complex financial administrative functions for Health Services Research and Development (HSR&D) at VA Ann Arbor Healthcare System (VAAAHS) in conjunction with personnel management.ResponsibilitiesDuties and responsibilities include, but are not limited to, the following: Compiles background and historical data and documentation to assist in the development of budget estimates, justifications and project modifications; Maintains complex databases, registers and budget tracking systems; Monitors and balances multiple control points; Provides guidance and cost-benefit analysis to research investigators and project managers regarding personnel requests for research projects; Maintains an automated accounting system showing budget projections; Prepares paperwork for personnel actions, including posting positions and renewing appointments; Prepares staffing reports for Management Team; Assists with initiation and renewal of Inter-agency Personnel Agreements ; Continually tracks changes in staff allocations on research projects and reports allocation gaps to Leadership; Obtains information about research project objectives, budget and staffing needs; Assists with Service onboarding and clearance of employees; and Performs other duties as assigned Work Schedule: Monday-Friday; 8:00AM-4:30PMRecruitment & Relocation Incentives: Not authorizedFinancial Disclosure Report: Not Required NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.RequirementsConditions of EmploymentQualificationsTo qualify for this position at the GS-11 grade level, you must meet one of the following requirements: Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is maintaining a budget and performing a variety of complex budget duties such as development of budget estimates and justifications, tracking obligations and expenditures, ensuring fund availability, transferring funds, and balancing control points. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. -OR- Education: In order to substitute education for experience, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. -OR- Combination: You must have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience that may be used to meet total experience requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Work is typically performed in an adequately lighted and climate controlled office. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
