Job Description:
To qualify for this position, applicants must meet all
requirements by the closing date of this announcement, 04/09/2021.
Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS07 position you must have served 52
weeks at the GS06. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
application materials. If the most recent SF-50 has an effective
date within the past year, it may not clearly demonstrate you
possess one-year time-in-grade, as required by the announcement. In
this instance, you must provide an additional SF-50 that clearly
demonstrates one-year time-in-grade. Note: Time-In-Grade
requirements also apply to former Federal employees applying for
reinstatement as well as current employees applying for Veterans
Employment Opportunities Act of 1998 (VEOA) appointment. You may
qualify based on your experience and/or education as described
below: Specialized Experience: You must have one year of
specialized experience equivalent to at least the next lower grade
GS-06 in the normal line of progression for the occupation in the
organization. Examples of qualifying specialized experience include
the development, implementation and maintenance of effective office
systems. He/she is responsible for the smooth flow of
communications, time commitments and special projects in Ambulatory
Care. Incumbent works independently in establishing priorities and
setting completion dates for a wide variety of correspondence. The
incumbent's supervisor is consulted when controversial or unusual
problems are encountered, otherwise he/she exercises independence
and resourcefulness in performing assigned duties. He/she follows
all VA privacy regulations regarding sensitive, confidential
personnel and patient information; OR, Education: Education at the
graduate level in an accredited college or university meets the
requirements for positions at GS-7 grade. Such education must
demonstrate the knowledge, skills, and abilities necessary to do
the work. Qualifying coursework includes: Business Management,
Public Health and/or Healthcare Administration or comparable major
of study. One year of full-time graduate education is considered to
be the number of credit hours that the school attended has
determined to represent 1 year of full-time study. If that
information cannot be obtained from the school, 18 semester hours
should be considered as satisfying the 1 year of full-time study
requirement. Part-time graduate education is creditable in
accordance with its relationship to a year of full-time study at
the school attended; OR, Combination: You have equivalent
combinations of successfully completed graduate education and
specialized experience, as described above, that meets the
requirements for this position. If education is used to meet
specialized experience requirements, then such education must
include courses directly related to the work of the position (copy
of unofficial transcripts required at time of application).
Equivalent combinations of education and experience are qualifying
for all grade levels and positions for which both education and
experience are acceptable. Combinations of successfully completed
graduate education and experience may be used to meet total
qualification requirements and may be computed by first determining
the applicant's total qualifying experience as a percentage of the
experience required for the grade level; then determining the
applicant's education as a percentage of the education required for
the grade level; and then adding the two percentages. The total
percentages must equal at least 100 percent to qualify an applicant
for that grade level. When crediting education that requires
specific course work, prorate the number of hours of related
courses required as a proportion of the total education to be used;
AND In addition to meeting specialized experience requirement,
applicants must show possession of the following skills, as
appropriate. Applicants may meet these requirements by passing the
appropriate performance test, presenting a certificate of
proficiency from a school or other organization authorized to issue
such certificates by the Office of Personnel Management local
office, or by self-certifying their proficiency. Performance test
results and certificates of proficiency are acceptable for 3 years.
Agencies may verify proficiency skills of self-certified applicants
by administering the appropriate performance test. (Office
Automation) (any grade): 40 words per minute typing speed You will
be rated on the following Competencies for this position: Attention
to Detail Customer Service Communication Technical Competence Data
Analytics and Office Management skills Purchasing and procurement
experience Time and Attendance Program Management Automated Data
Processing Application Coordinator (ADPAC) experience Experience
refers to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic;
religions; spiritual; community; student; social). Volunteer work
helps build critical competencies, knowledge, and skills and can
provide valuable training and experience that translates directly
to paid employment. You will receive credit for all qualifying
experience, including volunteer experience. Note: A full year of
work is considered to be 35-40 hours of work per week. Part-time
experience will be credited on the basis of time actually spent in
appropriate activities. Applicants wishing to receive credit for
such experience must indicate clearly the nature of their duties
and responsibilities in each position and the number of hours a
week spent in such employment. Physical Requirements: This is a
moderately physically demanding position due to the nature of the
duties involved. There is some movement between the Ambulatory Care
Primary Care office administrative areas and the clinics. The work
may involve walking, standing, bending, sitting for extended
periods of time, and carrying light to medium weight items such as
reports, files, manuals, etc. For more information on these
