Description The Construction Engineer II is responsible for
performing and managing the technical and financial aspects of
various construction and engineering projects, serving as a liaison
between both office and field staff. Projects may include design
and applicable permitting of site layouts, grading plans, utility
systems, stormwater management, soil erosion and sedimentation
control plans, and street improvements on a variety of projects
including residential, office, retail, restaurant, infrastructure,
and renewable energy for private and public clients. Work may also
include construction administration, traffic control, permitting,
local, state, and federal compliance issues, reporting, and public
relations/communication. Duties & Responsibilities · Complete
technical design and engineering duties for a variety of projects ·
Manage client relationships and serve as liaison between office and
field staff · Schedule construction services field crews ·
Coordinate with field staff regarding various inspection,
operations, and maintenance activity · Ensure construction is being
performed to quality standards in compliance with design
specifications, drawings, budget and schedule · Implement and
oversee materials testing and pavement evaluation programs ·
Provide oversight and leadership for staff in carrying out
construction supervision including contract administration, quality
control, construction monitoring and evaluation, and other relevant
activities · Inspect completion and sign-off on quality of
workmanship along with crew leaders and external subcontractors ·
Interpret construction plans, standards and specifications ·
Coordinate work between agencies, contractor and other city
departments (interact with contractors and their representatives
while representing the contract owner) · Assist in reviewing
project drawings and specifications to gain a full understanding of
project scope, client goals and expectations, and resource
requirements for each phase of the project · Identify construction
approaches and risks to ensure efficiency and mitigate exposure ·
Gather information, develop solutions, and adjust to necessary
changes in work sequences · Monitor project budgets and other
financial metrics of all construction services projects · Review
contractor and supplier invoices against actual performance ·
Evaluate the legitimacy of contractor and supplier change requests
in terms of contractual requirements and validity of cost estimates
· Develop, update and maintain project schedules, progress,
durations, compliance with financial, operational, and/or
scheduling requirements and sequencing logic · Assist with review
of quotes, material requests, procured items, deliveries and
on-site production to validate accurate fulfillment and quality
control · Certify invoices submitted by suppliers and contractors
and recommend for payment by owners · Maintain regular estimates of
the cost-to-completion and time-to-completion for each task ·
Complete computer-based weekly and/or daily reports, project log
and documentation files. · Coordinate with GIS team to ensure
proper collection and GIS deliverables of field data · Conduct
ongoing meetings with field staff to remain informed of project
work and facilitate resolution of presented or developing issues ·
All other duties as assigned Requirements: Qualifications
Bachelor’s degree in Civil Engineering or Construction Management
PE license preferred Minimum four (4) years applicable experience
High proficiency with AutoCAD Civil 3D High proficiency with
Microsoft Project or similar scheduling software High proficiency
with ESRI/Arc GIS High proficiency with BS&A software High
proficiency with Microsoft Office or similar software Must be
willing to travel up to 50% of the time in both urban and remote
areas Ability to work independently on private and/or public
projects Must possess a valid driver’s license and be able to
travel to client and project sites Excellent written, presentation,
interpersonal communication, and concentration skills Ability to
work collaboratively in diverse teams including technical and
non-technical personnel Resourceful, action-oriented, creative, and
analytical thinker Ability to work efficiently and effectively
under tight deadlines as well as balance multiple projects by
prioritizing effectively Ability to lead small project teams and
mentor junior staff Strong planning, organization, preparation, and
execution capabilities Open to new ideas, innovation, and change
Strong problem solving/analytical skills Must be familiar with
NASSCO Standards as well as community standards for examining and
construction of structures (manholes, storm water sewers, sanitary
sewer systems, water main systems, etc.) Be available to respond to
unscheduled municipality emergencies, including after-hours
emergencies Basic knowledge of web-based GIS interfaces and
applications a plus Advanced knowledge of applicable codes and
standards
