Click here for more information.The VA Ann Arbor Healthcare System (VAAAHS) Green Environmental Management Systems (GEMS) Coordinator, is the key member of the GEMS Committee responsible for coordinating the development and implementation of GEMS across the VAAAHS organizational elements.

Help DutiesThe GEMS Coordinator, along with the Safety and Occupational Health Manager, is responsible for coordinating the efforts of VAAAHS staff involved with GEMS to ensure that GEMS is developed and implemented in accordance with VHA and VAAAHS policy and guidance.

  • The GEMS Coordinator is further responsible for ensuring that the GEMS results in findings and conclusions that lead to continual improvement of environmental programs at the VAAAHS.
  • The GEMS Coordinator is responsible for applying environmental science and technology to demonstrate relationships between the operation of the VAAAHS with human health, ecosystems, environmental media and natural resources.
  • The GEMS Coordinator provides leadership and direction to management, professional and technical personnel regarding the development and implementation of the facility GEMS.
  • As GEMS Coordinator, the incumbent plans, organizes, implements, oversees and provides technical assistance for projects to resolve environmental problems.
  • Assignments include, but are not limited to, domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances; and regulatory oversight.
  • The GEMS Coordinator provides technical expertise for the design, modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations.
  • Assist the Chief of Safety with safety program administration, including investigations of injuries, fires, vehicle damage and preparing required reports of investigation for these occurrences.
  • Work in conjunction with all safety program staff in completing annual and periodic reports to the VISN and VA Central Office.
  • Serve as a technical expert and program management expert, with responsibility for providing leadership guidance, technical assistance and evaluation for matters involving environmental technology and compliance, including environmental management
    systems.
  • Plans, conducts or directs special studies concerned with environmental compliance problems which require the development or modification of chemical sampling equipment or spill response devices or the evaluation of control measures for a specific operation, such as response to hazmat or unknown chemical incidents.
  • Plans and manages environmental projects/programs that are related to achieving and maintaining environmental compliance, as well as developing and implementing environmental policy, guidance and procedures related to all environmental media.
  • Resolves difficult and complex technical, project management and organizational problems using innovative and original approaches.
  • Provides expert technical advice and guidance to senior management officials in the appropriate application of technology to VHA's mission as it relates to environmental issues including GEMS.
  • Serves as an expert on issues related to environmental statutes and Occupational Safety and Health Administration requirements, as well as for new or enhanced information system software related to occupational safety and health and environmental programs.
  • Participates in developing courses of instruction for VAAAHS personnel, preparing course agenda, making arrangements for demonstrations, drills and giving technical instruction on environmental subjects.
  • Responds to inquiries and provides technical assistance to VAAAHS personnel.
  • Serves as a technical authority for VAMC with responsibility for assuring adequacy of facility Green Environmental Management System.
  • Cooperatively works with federal, state and local environmental and occupational safety and health organizations in areas of mutual interest.
  • Keeps abreast of latest development in the field of environmental management systems by review of technical publications, attending technical conferences or professional society meetings, and discussion with industry representatives.
  • Organizes, presents & participates in training sessions for VAAAHS personnel.Applicants must have successfully completed an undergraduate or higher degree in biological science, environmental health, or a related discipline from an accredited college or university.

    Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center.

      Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

      Applicants must have successfully completed an undergraduate or higher degree in biological science, environmental health, or a related discipline from an accredited college or university.

      You may qualify based on your experience and/or education as described below:
      • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of the principles, practices, and methods of program or administrative work relating to environmental protection program. This knowledge entails an understanding of environmental laws and regulations, knowledge of how to plan, organize, implement, and evaluate of environmental programs, practical knowledge of environmental sciences and related disciplines, and the relationship between environmental factors and human health and well-being; and practical knowledge of important historic and natural resources and the relationship between the preservation and management of these resources and environmental protection. Also requires a knowledge and understanding of program principles and procedures, applying the knowledge, and solving complex problems to a range of duties in one or more program or functional area pertaining to environmental protection. The employee is required to process the knowledge of statutes, regulations, and precedent decisions governing environmental operations sufficient to plan, implement, or monitor environmental programs and services.OR,

To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, Education must demonstrate the knowledge, skills, and abilities necessary to do the work.               Physical Requirements: The work requires the employee to carry a good deal of equipment (in excess of 45 pounds) and involves walking, standing (for prolonged periods of time), bending, climbing or crawling during surveys.
