Mathematica seeks a visionary leader to be Vice President and CTO
of the Analytics, Systems and Technology (AST) department within
the Health Business Unit, advancing Mathematica's position as a
leader in the use of data and evidence for improving public
well-being. Our Health team has deep expertise in assessing policy,
improving programs, and employing health information technology to
address the quality, efficiency, delivery, affordability, equity,
and financing of health care. The AST department has end-to-end
responsibility for designing and implementing our analytic data
systems and technology solutions for project engagements and
business development opportunities across the entire Health Unit.
The CTO is a member of the Health leadership team creating strategy
that is transformational and promotes growth and innovation.
Additionally, the CTO will lead and direct the Health Unit digital
strategy, specifically moving forward our digital business
offerings and promoting growth through diversified solutions and
sectors. We are looking for a practice builder and leader who will
target investments in people and operational excellence as well as
in technology. In doing so, the CTO will have executive oversight
over our portfolio of client and investment initiatives, as well as
partner with our CIO on enterprise strategies. The CTO must have a
commitment to Mathematica's mission to improve public well-being.
The ideal candidate will have prior executive experience leading
professionals in a dynamic environment, substantial technology
knowledge across a range of complex client-facing systems, and a
comfort level engaging with other executives and clients to
represent Mathematica. Responsibilities: Business Unit and
Technology Leadership
- Serve as a member of the Health Executive leadership team
setting strategy and leading development and delivery of
best-in-class solutions and services to our clients, addressing
growth opportunities, and investments needed
- Partner with executives throughout the company to support and
strengthen enterprise strategic planning, investment, and decision
making tied to digital business
- Lead development and execution of business strategy investment
planning for Health AST
- Is accountable for financial performance (revenue and costs),
staff utilization, and investment for Health AST
- Provide oversight of technology-related business development
and proposal efforts
- Engage with clients to understand their needs and perspectives,
perceptions of Mathematica, and ways to improve our technology and
data offerings
- Build and lead a technology and data/digital solution practice
in support of the Health Strategy
- Strengthen automation and encourage innovation, embracing and
investing in the latest technologies, methods. Guide staff through
these advances People Leadership
- Lead a team of over 150 staff, ensuring outstanding, best
practice client delivery
- Foster a high-performing culture
- Ensure we have the capabilities needed now and for the future
through training and professional development initiatives,
recruitment, and allocation of staff resources
- Supervise and mentor AST management team and business leaders
to guide and support their development goals and career
pathways
- Lead change initiatives and drive adoption of new approaches
that improve our ability to meet existing and emerging client needs
Thought Leadership
- Maintain a professional reputation as an expert advisor in the
design and development of systems used in support of projects
spanning federal, state, and commercial markets Position
Requirements:
- At least a bachelor's degree
- 15 years of work experience in related fields, with increasing
responsibilities for managing relevant technology solutions and
establishing a strategic vision in support of corporate vision
- The ideal candidate will be visionary and passionate about
Mathematica's mission to deliver the best-in-class solutions to our
clients; display a commitment to building a diverse, equitable, and
inclusive culture; and have experience working with current
Mathematica clients, including direct experience in technical
delivery and/or business development. Preferred experience includes
work in multiple client markets spanning federal, state, local,
foundation, and/or commercial health clients
- Experience deploying technology solutions in a professional
services operating model
- Strategic and innovative leader with demonstrated ability to
lead transformational change across organizational units and to
manage with a collaborative, team-building approach
- Experience leading staff with a range of data-centered skill
sets, including data analysis and engineering, statistics, data
science, business intelligence, IT project management, data
management, data governance, cloud and application
development.
- Experience attracting, retaining, and managing highly-skilled
technical staff
- Demonstrated leadership, decision making, strategic thinking,
and relationship management skills
- Ability to set clear and challenging goals that deliver
improved performance and accountability
- Excellent communicator and careful listener who can inspire
clients and colleagues; ability to translate technology jargon to
non-technical staff; ability to analyze, resolve, and communicate
on complex issues, both logical and interpersonal, and to set and
justify company priorities
- Experience with channeling technology partnerships and
cloud-based solutions, such as Google Cloud Platform (GCP), Amazon
Web Services (AWS), and Microsoft Azure
- Experience with systems and programming best practices, quality
assurance techniques and prevailing industry/government
standards
- Significant experience using, modifying and applying the System
Development Life Cycle (SDLC) methodologies such as Agile, Scrum,
or other development methodologies, and project / product
management standards and best practices
- Willingness to travel when necessary This position offers an
anticipated annual base salary range of $250,000 - $315,000. This
position is eligible for an annual bonus, based on company and
individual performance. Various federal agencies with whom we
contract require that staff successfully undergo a background
investigation or security clearance as a condition of working on
