If so, lets talk. Your Role and Responsibilities As a part of the
carve out from IBM, Watson Health is standing up a new procurement
function and will hire a new Leader of Sourcing and Procurement to
lead the team. The new role will partner with the business to a)
manage key vendor relationships, b) optimize value from total
addressable spend of $250 million, and c) build a team and
infrastructure necessary to service the organization in its target
state. Key spend categories include IT (software, hardware,
telecom, services), marketing, travel, benefits, and other indirect
categories. The new role will report to the CFO and will take
responsibility for all spend management, contracting, and
procurement operations for the enterprise. Following the carve out,
Watson Health will maintain offices in Cambridge, MA and Ann Arbor,
MI, but will have a flexible work location policy. Functional
Leadership. Provide overall leadership to the procurement function,
including: strategy development and implementation; operating plans
and budgets; policies, procedures, metrics, and systems; recruiting
and team development; and communications with executive leadership.
Work with internal business partners to create and drive
initiatives for cost, performance, and competitive advantage. Spend
Analysis. Design and direct a company-wide spend analysis, covering
approximately $250 million in total spend. Aggregate, normalize,
and analyze general ledger and purchasing data to identify trends
and prioritize value opportunities. Create and organize spend
hierarchies and useful/actionable spend categories. Provide spend
transparency and external benchmarking across business groups,
regions, projects, categories, and vendors to drive the strategic
plan. Strategic Sourcing. Prioritize and execute strategic sourcing
and category management initiatives to drive savings, create value,
and support the objectives of the organization. Assess external
market trends and conditions to identify opportunities and risks in
managed spend categories. Structure analysis of spend to enable
informed decision-making. Ensure sourcing efforts leverage market
intelligence, should-cost modeling, TCO analysis, and advanced
negotiation methods, e.g., reverse auctions. Contract Management.
Create contracts reflecting the results of sourcing initiatives.
Manage business, market, and supply risks with appropriate legal
terms and conditions. Specifically, maintain active
agreements/contracts in accordance with company policy, quality
standards, and regulations. Manage the contract approval,
exception, and re-negotiation/renewal processes. Educate end users
about new contracts; track and ensure compliance with approved
contracts. In collaboration with the Legal function, develop and
maintain template master service agreements and standard terms and
conditions for common and/or critical contracting situations.
Royalty Management. Effectively structure and negotiate agreements
with partners to maximize economic benefit for Watson Health.
Create an efficient management system to track royalty benefits and
ensure payment compliance that involves line of business
stakeholders. Supplier Management. Establish world-class supplier
relationship management practices. Build policies and procedures
for reviewing supplier performance against contracted obligations
and business expectations. Anticipate and minimize performance
issues through the creation and monitoring of key performance
indicators (KPIs). When performance issues emerge, identify root
causes and drive to efficient resolution by working across both
internal and external stakeholders. Procurement Operations. Provide
professional procurement services to stakeholders, including
purchasing requisition intake and SOW development. Manage ERP
system data integrity through appropriate internal controls such as
vendor masters, material masters, and catalogs. Ensure purchases
and supplier relationships comply with internal policies and
government regulations. Reporting & Intelligence. Report
intelligence to leadership regarding key supply market trends,
purchasing performance such as purchase price variance (PPV), spend
profile, savings results, and risk mitigation activities. Leverage
interactions with external marketplace to provide insights
regarding pricing, vendor, and technology trends. Assist the
business in planning for key strategic decisions, e.g., new product
economics or anticipated CAPEX and/or M&A projects. Employ
reporting to engage with business partners to size and prioritize
future opportunities and benchmark against other companies.
Required Technical and Professional Expertise The ideal candidate
will possess: (1) domain expertise for a broad spectrum of
technology related spend, including IT (software, hardware,
telecom, services), marketing, travel and HR categories; (2)
best-in-class knowledge of strategic sourcing, category management,
operational purchasing, transaction optimization, and negotiation
practices; (3) a track record of collaborating with internal
stakeholders and external partners to create value; and (4) the
ability to build and scale new procurement capabilities in a
fast-growing business. 10+ years of professional procurement
experience in a leading organization, including 3+ years team
leadership experience Experience leading enterprise-wide spend
programs, formulating and communicating strategic plans for
procurement, and a track record of year-over-year delivery of
value. Track record of scaling sourcing and procurement operations
in growth-oriented environments; experience building processes,
systems, and organization capability Demonstrated ability to
influence others through both direct and indirect networks; a
consensus builder and change agent. Experience negotiating with and
managing supply relationships with powerful vendors in the
technology industry; including an understanding of contract law in
the technology industry. Expert-level financial and analytical
skills; experience with business and supplier performance
reporting; able to measure, communicate, and connect procurement
results to EBITDA Expert understanding of purchasing policies,
procedures, practices, and the value and use of ERP systems.
Demonstrated ability to recruit, retain, manage, and develop top
talent; strong orientation to leadership, coaching, teamwork, and
positive communication; effective facilitator, coach, and trainer.
Excellent communication skills, including written, verbal and
presentation skills; comfortable and credible with both internal
stakeholders and external audiences A flexible, dynamic,
self-demanding and proactive individual; able to motivate
him/herself and others; a natural bias for action and ability deal
with ambiguity Preferred Technical and Professional Expertise
Supply chain or purchasing certification (ISM or eq.) preferred
